Toggle training mode for new players

Training Mode (/noob)

Training mode protects new players by limiting combat
to the training dummy. Enabled by default for new characters.

Commands:
  /noob                Show current training mode status
  /noob on             Re-enable training mode
  /noob off            Disable (requires confirmation)
  /noob off confirm    Confirm disabling training mode

While training mode is ON:
  - Attack, spells, and shield bash are blocked on
    all targets except the training dummy
  - Quest signs show only starter quests
  - City guides show only discovered locations
  - Movement, exploration, and social actions are
    not restricted

Phaedro's Lessons:
  When training mode is on, Phaedro (the retired scout in
  the tavern) will offer hands-on lessons about game systems.
  Say 'phaedro teach me' to see available lessons.
  Say 'phaedro no thanks' to skip one, or 'phaedro stop
  teaching' to suppress all offers.

Tip: Find the training dummy in Phaedro's Garden
(enter garden from the tavern) to practice combat safely.

Use /mindstate to check your training fatigue per skill.
